Jacques Rogge was born on May 2, 1942, in Ghent, Belgium. In England he studied sports medicine and got his medical degree before returning to Belgium to work as a doctor in Deinze.

Jacques Rogge was once an Olympic yachtsman (赛艇运动员) with great achievements. In the course of his sports life, he competed in the yachting competitions at the Games of Olympiad in 1968, 1972 and 1976. He got good grades at the competitions.
