On August 26, 1999, New York City was struck by a terrible rainstorm. The rain caused the streets to 36and the subway system almost came to a stop.

However, in most cities in developing countries, people build how they want to and there're no building controls to force them to build to a higher standard that's safe，” Andrew Charleson, an architecture professor at Victoria University of Wellington told CNN.
