A ban on smoking in most public places goes into effect(效果) on Sunday in China - home to a third of the world's smokers. That means around 300 million smokers will no longer be allowed to light their cigarettes in the "enclosed public places." These include hotels, restaurants, theaters and public transport waiting rooms. The ban does not cover offices or factories.
The campaign is aimed at controlling(控制) the number of deaths from smoking-related illnesses, running at a million a year. According to the World Health Organization, more than 3,000 people die every day in China because of smoking. Health experts also hope it will help Chinese to raise the knowledge of the dangers of smoking.
But the new rules have been criticized because they do not include punishments(处罚) for those who choose not to obey them. Most people worry that Chinese smoking ban may have little effect.
Business owners often hate rules that force(强迫) them to ban smoking on their restaurants, bar, cafe..., because many customers(顾客) do not like the rules and complain. Often you find people smoking at the next table while you are eating your meal or having a drink in a bar.
It appears that many Chinese people don’t know the dangers of smoking. Research suggests only one in four knows the harm(害处) cigarettes or second-hand smoke can cause.
At the same time the government makes a lot of money from the sales of cigarettes by the state-owned firms that make and sell all tobacco products throughout the country.

An anti-smoking ban(禁烟令) took effect on Jan 1, 2019 in Hangzhou, East China’s Zhejiang Province, stopping e-cigarett(e电子烟)use in the same place where smoking is not allowed. You have to pay a fine of up to 20,000 yuan if you break the rule. While the use of e-cigarettes is allowed in many other cities, is it necessary to do so? Let’s share our readers’ opinions.
Andrew (US) Smoking of all kinds should be banned. Smoking is a silent killer which not just kills the smokers but also the people around the smokers.
Li Wei (China) Not only does the e-cigarette not help smokers to give up smoking, but also it encourages young and old nonsmokers to start smoking, and finally they will smoke the real thing! And the smoke from e-cigarettes is just as bad for the health of others who do not smoke!
Edward (Canada) E-cigarette is another choice to smoking. I picked one up two years ago, and have not had a real cigarette since that day. As a matter of fact, I still have four packages of Zhonghua sitting on my shelf to remind me of that bad habit that I started over 40 years.
Wang Lei (China) E-cigarette might be better than real cigarettes, but they still are very closely related to cigarettes. E-cigarette not only causes dangerous side effects(副作用) but also harms the people around you through second-hand smoking.
Chris (US) People use e-cigarettes to give up smoking. I’m all for banning their sales to kids. Nicotine(尼古丁) is harmful, but if they’re going to smoke anyway, aren’t e-cigarettes better than real cigarettes?

Smoking in indoor public places including public working places, public transport vehicles and some other special outdoor working places has been banned(禁止)in China since January 2011.Let’s look at the following advantages of banning smoking.
First, banning smoking will not only help in saving smokers from health problems and diseases, but will also be good for passive(被动)smokers. When the smoker is smoking in a restaurant, the people around him are sure to breathe in the smoke and suffer from the diseases an active smoker gets. If smoking is banned, spread of these diseases can be controlled.
Next, banning smoking will put stress on smokers to give up. Since a smoker is prevented from smoking, he will learn how to live without smoking for long hours. When a smoker doesn’t smell or see anybody around him smoking, it might reduce his wish to smoke too. As a result, people have to give up smoking.
Smoking in public places influences non-smokers to start smoking, especially adolescents. When teens see people around them smoking, they will follow them easily. Thus the number of teen smokers will increase. Also asthma(哮喘)and other problems are often seen in children living around smokers. So if it is banned, these places will become safe for children and teenagers.
Looking from the economic point of view, smoking should be banned to increase work productivity(生产率).Employees(雇员)who smoke usually take breaks to smoke while working. So the number of hours they put in their work is smaller.
If you see from the environment point of view, smoking should be banned. Smoking causes air pollution. If it is banned, it will help keep the environment from getting worse.
1.________doesn’t belong to a non-smoking place.
A.A field B.A hospital
C.A library D.A restaurant
2. The second paragraph mainly wants to tell us ______.
A. banning smoking is good for restaurants
B. banning smoking is good for non-smokers
C. banning smoking is good for spread of diseases
D. banning smoking is good for active smokers and passive smokers
