BEIJING, China ---Pollution in China remains very serious as the country's rapid economic growth brings new environmental problems, a minister said Saturday.
Vice Environment Minister Zhang Lijun said China has made progress on environmental protection, but admitted that its rapid economic growth over the past decade has had a negative effect on the environment.
"Our rapid economic development has continuously brought our country new environmental problems, particularly dangerous chemicals, electronic waste and so on. These environmental pollutants (污染物) bring new problems and affect human health," Zhang told a news conference.
He said that emissions(排放)of traditional pollutants remain high and some areas have failed to meet government standards.
China has pledged to continue reducing emissions this year of three key air pollutants--- ammonia nitrogen, sulfur dioxide and nitrogen oxide. The government has also promised to bring down demand for chemical oxygen---a measure of water pollution by l.5 percent from the 2010 levels.
In the last five years, there were 912 "environmental emergencies" involving heavy metal pollution, including several well-publicized instances of mass contamination, Zhang said. Thousands of children were affected by lead poisoning in several provinces in 2009 and 2010 because they lived near metal smelters or battery factories.
The minister noted that rapid development in the next five years would increase the need for China to improve environmental protection and shift to a more sustainable(可持续的) model of economic development from its dependence on industries which consume huge quantities of energy.
China is focusing on clean energy, including solar, wind and nuclear power, as one way to reduce its dependence on coal, which generates three-quarters of its electricity and is also used for winter heating in northern cities. China also hopes the strategy will reduce its demand for oil and gas and increase economic growth and jobs.
Zhang told reporters there was no plan to adjust China's overall strategy for nuclear development but he said Beijing will learn lessons from Japan after a violent earthquake resulted in a radioactive leak(放射能泄露).
"Some lessons we learn from Japan will be considered in the making of China's nuclear power plans," he said. "But China will not change its determination and plan for developing nuclear power."

The rapid growth of cities worldwide over the next two decades will cause significant risks to people and the global environment, according to analysis.
Researches from Yale and Stanford predict that by 2030 urban areas will expand by 590,000 square miles—nearly the size of Mongolia—to meet the needs of 1.47 billion more people living in urban areas.

The researchers examined studies that used satellite data to map urban growth and found that from 1970 to 2000 the world’s urban footprint had grown by at least 22,400 square miles—half the size of Ohio.
“This number is numerous, but, in actuality, urban land expansion has been far greater than what our analysis shows because we only looked at the published studies that used satellite data,” said Seto. “We found that 48 of the most populated urban areas have been studied using satellite data, with findings in journals. This means that we’re not tracking the physical expansion of more than half of the world’s largest cities.”
Half of urban land expansion in China is driven by a rising middle class, whereas the size of cities in India and Africa is driven primarily by population growth. “Rising incomes translate into rising demand for bigger homes and more land for urban development, which has a great effect on biodiversity conservations, loss of carbon sinks and energy use.”

Why College Is Not Home
The college years are supposed to be a time for important growth in autonomy(自主性) and the development of adult identity. However, now they are becoming an extended period of adolescence, during which many of today’s students are not shouldered with adult responsibilities.
For previous generations, college was a decisive break from parental control; guidance and support needed to come from people of the same age and from within. In the past two decades, however, continued connection with and dependence on family, thanks to cell phones, email and social media, have increased significantly. Some parents go so far as to help with coursework. To prepare for increased autonomy and responsibility, college needs to be a time of exploration and experimentation. While we should provide "safe spaces" within colleges, we must also make it safe to express opinions and challenge majority views. Intellectual growth and flexibility are fostered by strict debate and questioning.
Learning to deal with the social world is equally important. Because a college community(群体) differs from the family, many students will struggle to find a sense of belonging. If students rely on administrators to regulate their social behavior and thinking pattern, they are not facing the challenge of finding an identity within a larger and complex community.
Moreover, the tendency for universities to monitor and shape student behavior runs up against another characteristic of young adults: the response to being controlled by their elders. If acceptable social behavior is too strictly defined(规定) and controlled, the insensitive or aggressive behavior that administrators are seeking to minimize may actually be encouraged.
It is not surprising that young people are likely to burst out, particularly when there are reasons to do so. Our generation once joined hands and stood firm at times of national emergency. What is lacking today is the conflict between adolescents’ desire for autonomy and their understanding of an unsafe world. Therefore, there is the desire for their dorms to be replacement homes and not places to experience intellectual growth.
Every college discussion about community values, social climate and behavior should include recognition of the developmental importance of student autonomy and self-regulation, of the necessary tension between safety and self-discovery.

China is now sending more college students to study in the United States than any other country. A new report shows a 23 percent increase in the number of Chinese students coming to the U.S.
The latest edition of the annual Institute of International Education (IIE) and another US institute found a 5 percent rise in the number of international university students in the US compared to one year ago. There are now over 157, 000 Chinese students at U.S. colleges and universities.
Asia accounted for four of the top five countries and regions to take advantage of the US higher education system. “Increased numbers of students from China, particularly at the undergraduate level, largely accounts for the growth this past year,” the report stated. “They really enroll in a full range of US higher education,” said Peggy Blumenthal, senior counselor to the president of IIE, the group that made the report. “20 years ago, students from China only knew of a handful of US institutions, but now, they are enrolling in our community colleges, in our small liberal arts institutions, in the research universities. Really spread across the country,” she said.
Chinese mainland was in the number one spot, while India was the number two country of origin. South Korea was the third and Canada was number four. China’s Taiwan held the number five spot. Saudi Arabia was in sixth with a 44-percent increase, while Japan was seventh, down 14 percent.
Blumenthal associates the increase in the number of Chinese students heading to US colleges to limited university places in China, as well as a feeling from students and their parents than they want a “unique” educational experience. China’s family planning policy, says Blumenthal, has also meant that families can concentrate resources on a single child.
The University of California at Los Angeles has one of the largest Asian student populations of any college in the United States.
