Controlling traffic is a complex and high cost problem in many developed countries. It becomes more difficult and costly with the ever-increasing number of cars on the roads. But scientists and students at the CATT, at the University of Maryland are working to solve this problem. They are using simulation(模拟) technologies to help government and private business control and react to changing traffic conditions.
The online economics magazine Forbes.com says traffic congestion(拥挤) cost Americans $ 124 billion in 2014 and that number could rise to $ 186 billion by 2030.
But scientists at the CATT lab are trying to reduce those costs. They are developing a system that helps traffic managers, planners, emergency workers and businesses plan and react better. Michael Pack is CATT director. He says the system is important to help emergency workers, or first responders. reach an accident area faster.
The CATT Lab collects information from many sources, including roadside devices, GPS (global positioning system) equipment and wireless phones.
About 60 students and 30 software developers observe traffic flow and manage the computer servers at all times. They also work to develop software and applications that can help traffic run smoother and safer, Some of them turn the information gathered into so-called "visualizations". These visual representations help emergency workers better understand what is happening.
The center shares its findings with firefighters, police. Transportation departments and the military. They also share information with universities and transportation company. The technology company Google uses the data for its traffic-related websites. Michael Pack says, the information is then shared with anyone who wants to help traffic run more smoothly.
Mr. Pack says the goal is to help develop an intelligent system of road signals that will communicate with each other and with vehicles on the road.

Narayana Hrudayalaya, a complex of health centers based in southern India, offers low-cost, high-quality specialty care in a largely poor country of 1.2 billion people. By thinking differently about everything from the unusually high number of patients it treats to the millions for whom it provides insurance, the hospital group is able to continually reduce costs. Narayana Hrudayalaya’s operations include the world’s largest and most productive cardiac (心脏病的) hospital, where the average open-heart surgery runs less than $2,000, a third or less what it costs elsewhere in India.
Narayana Hrudayalaya’s origins date back to 2001, when it built its massive cardiac center on the outskirts (市郊)of Bangalore. But it has expanded since then into what founder Dr. Devi Shetty calls a "health city," a series of centers specializing in eye, trauma, and cancer care. Narayana Hrudayalaya now manages or owns hospitals in 14 other Indian cities.
Expanding access is paired with a ongoing focus on efficiency. Typically, says Shetty, private hospitals in India focus on patients who can easily afford treatment. "We did it the other way around," he says. "This hospital is for poor people, but we also treat some rich people. We don’t look at people who are sgabbily dressed and have trouble paying as outsiders. " Narayana Hrudayalaya’s flagship hospital has 3,000 beds and negotiates for better prices and buys directly from manufacturers, cutting out distributors.
In addition to cost-cutting, Narayana Hrudayalaya finds creative ways to make the economics work. The company started a micro-insurance program backed by the government that enables 3 million farmers to have coverage for as little as 22 cents a month in premiums(保险费). Patients who pay discounted rates are in effect compensated by those who pay full price
Doing something--doing more, actually--is the point. By 2017, Shetty, 58, plans to expand from 5,000 beds throughout India to 30,000. Before becoming one of India’s best-known health-care entrepreneurs, Shetty was its best-known heart surgeon. He was interrupted in surgery one day during the 1990s by a request to make a house call. "I said, 'I don’t make home visits,'?" Shetty says, "and the caller said, 'If you see this patient, the experience may transform your life.'?" The request was from Mother Teresa. Inspired by the her work with the poor, he then set out to create a hospital to deliver care based on need, not wealth. "One lesson she taught me," he says, quoting a saying he keeps framed in his office, "is 'Hands that sew are holier than lips that pray.'?"

Water problems in the future will become more intense and more complex. Our increasing population will tremendously increase urban wastes, primarily sewage. On the other hand, increasing demands for water will decrease substantially the amount of water available for diluting wastes. Rapidly expanding industries which involve more and more complex chemical processes will produce larger volumes of liquid wastes, and many of these will contain chemicals which are noxious. To feed our rapidly expanding population, agriculture will have to be intensified. This will involve ever - increasing quantities of agricultural chemicals. From this, it is apparent that drastic steps must be taken immediately to develop corrective measures for the pollution problem.
There are two ways by which this pollution problem can be dwindled(减少). The first relates to the treatment of wastes to decrease their pollution hazard . This involves the processing of solid wastes "prior to" disposal and the treatment of liquid wastes, or effluents, to permit the reuse of the water or minimize pollution upon final disposal .
A second approach is to develop an economic use for all or a part of the wastes. Farm manure is spread in fields as a nutrient or organic supplement. Effluents from sewage disposal plants are used in some areas both for irrigation and for the nutrients contained. Effluents from other processing plants may also be used as a supplemental source of water. Many industries, such as meat and poultry processing plants, are currently converting former waste products into marketable byproducts. Other industries are potential economic uses for waste products.
1.The purpose of this passage is ________.
A.to alert the reader to the dwindling water supply
B.to explain industrial uses of water
C.to acquaint the reader with water pollution problems
D.to demonstrate various measures to solve the pollution problem
2.Which of the following points is NOT included in the passage?
A.Industrial development includes the simplification of complex chemical processes.
B.Diluting wastes needs certain amount of water.
C.Demands for water will go up along with the expanding population .
D.Intensive cultivation of land require more and more chemicals.
3.The reader can conclude that _________.
A.countries of the world will work together on pollution problems
B.byproducts from wastes lead to a more prosperous marketplace
C.science is making great progress in increasing water supplies
D.some industries are now making economic use of wastes
4.The author gives substance to the passage through the use of________.
A.interviews with authorities in the field of water controls
B.opinions and personal observations
C.definitions which clarify important terms
D.strong arguments and persuasions
5.The underlined words "prior to"(para. 2)probably man________.

It is quite reasonable to blame traffic jams, the cost of gas and the great speed of modern life, but manners on the road are becoming horrible.Everybody knows that the nicest men would become fierce tigers behind the wheel. It is all right to have a tiger in a cage, but to have one in the driver's seat is another matter.
Road politeness is not only good manners, but good sense. It takes the most cool-headed drivers great patience to give up the desire to beat back when forced to face rude driving. On the other hand, a little politeness goes a long way towards reducing the possibility of quarrelling and fighting.A friendly nod or a wave of thanks in answer to an act of politeness helps to create an atmosphere of good will and becomes so necessary in modern traffic conditions. But such behaviors of politeness are by no means enough. Many drivers nowadays don't even seem able to recognize politeness when they see it.
However , misplaced politeness can also be dangerous .Typical examples are the driver who waves a child crossing the street at a wrong place into the path of oncoming cars that may not be able to stop in time .The same goes for encouraging old ladies to cross the road wherever and whenever they want to .
An experienced driver , whose manners are faultless , told me it would help if drivers learnt to correctly join in traffic stream without causing total blockages that give rise to unpleasant feelings .Unfortuanately , modern drivers can’t even learn to drive , let alone master the roadmanship .Years ago , experts warned us that the fast increase of the car ownership would demand more give –and –take from all road users .It is high time for all of us to take this message to heart .
