Is it possible to persuade mankind to live without war? War is an ancient institution which has existed for at least six thousand years. It was always bad and usually foolish, but in the past the human race managed to live with it. Modern creativity has changed this. Either man will abolish war, or war will abolish man. For the present, it is nuclear weapons that cause the most serious danger, but bacteriological (使用细菌的) or chemical weapons, may soon offer an even greater threat. If we succeed in abolishing nuclear weapons, our work will not be done. It will never be done until we have succeeded in abolishing war. To do this, we need to persuade mankind to look upon international problems in a new way, not by contests of force, in which the victory goes to the side which is the most skillful in killing people, but by arbitration (仲裁) according to agreed principles of law. It is not easy to change very old mental habits, but this is what must be attempted.

There are those who say that the adoption of this or that thought would prevent war. I believe this to be a big error. All thoughts are based on statements which are, at best, doubtful, and at worst, totally false. Their followers believe in them that they are willing to go to war in support them.

The movement of world opinion during the past few years has changed very largely such as we can welcome. It is believed that nuclear war must be avoided. Stress does not affect a robot's judgment in the way it affects a soldier's.

His approach is to create what he calls a "multidimensional mathematical decision-space of possible behavior actions". Based on inputs ranging from radar data and current position to mission status and intelligence feeds, the system would divide the set of all possible actions into those that are ethical and those that are not. If, for example, the drone from which the fatal attack on Atef was launched had sensed that his car was overtaking a school bus, it might then have held fire.

There are comparisons to be drawn between Dr Arkin's work and the famous Three Laws of Robotics drawn up in the 1950s by Isaac Asimov, a science-fiction writer ,to govern robot behaviour. But whereas Asimov's laws were intended to prevent robots from harming people in any circumstances, Dr Arkin's are supposed to ensure only that they are not unethically killed.

This is an admirable goal in theory, but even if ethics can be neatly encoded into software, pitfalls remain. When the German army moves out of the area, Emilie and her grandfather keep the two horses. Joey and Topthorn are content to work the farm until another band of soldiers takes them. They become workhorses under bad conditions. Joey is very upset when Topthorn dies of exhaustion.

Alone and frightened, Joey wanders into "no-man's-land” between the German and English camps. An English soldier takes him back to camp.

Joey is reunited with Albert. As the war ends, Albert' s officer announces the horses will be sold in France. An old Frenchman buys Joey. The man, Emilie' s grandfather, tells Albert how Emilie lost the will to live after the horses were taken.
