Further education is officially described as the“post-secondary stage of education, comprising all vocational(职业的) and non-vocational provision made for young people who have left school, or for adults”. Further education thus embraces the vast range of university, technical, commercial, and art education and the wide field of adult education. It is this sector of education, which is concerned with education beyond the normal school-leaving ages of 16 or 18, that has experienced the most astonishing growth in the number of students.
In the 19th century the dominance(统治地位) of Oxford and Cambridge was challenged by the rise of the civic(城市的) universities, such as London, Manchester, and Birmingham. Following the lead of the 18th century German universities and responding to a public demand for increased opportunity for higher education, Britain’s new civic universities quickly acquired recognition—not only in technological fields but also in the fine and liberal arts.
Many new post-school technical colleges were founded in the early 20th century. The Fisher Act of 1918 empowered the local authorities to levy(征收) a rate (tax) to finance such colleges. The universities, on the other hand, received funds from the central government through the University Grants Committee, established in 1911 and recognized in 1920, after World War I.
A new type of technical college was established in the 1960s—the polytechnic, which provides mainly technological courses of university level as well as courses of a general kind in the arts and sciences. Polytechnics are chartered to award degrees validated(使有效) by a Council for National Academic Awards.
Thus, the third level in the United Kingdom is made up of colleges of further education, technical colleges, polytechnics, and universities. The colleges offer full-time and part-time courses beyond compulsory-school level. Polytechnics and universities are mainly responsible for degrees and research. The innovative Open University, with its flexible admission policy and study arrangements, opened in 1971. It uses various media to provide highly accessible and flexible higher education for working adults and other part-time students. It serves as an organizational model and provides course-materials for similar institutions in other countries.
Changes in British education in the second half of the 20th century have, without changing the basic values in the system, extended education by population, level, and content. New areas for expansion include immigrant cultural groups and multicultural content, the accommodation of special needs, and the development of tools and content in the expanding fields of microelectronics.

A.replaced the dominance of Oxford and Cambridge
B.provided further education for all the people who need it
C.met the increased demand of the public for higher education
D.immediately followed the establishment of polytechnic colleges
3.Post-school technical colleges .
A.were completely free of charge
B.were usually financed by local taxes
C.depended mainly on students’ tuition(学费)
D.received funds from the central government
4. Further education is .

When I was an education official in Palo Alto, California. Polly Tyner, the president of our school board, wrote a letter that was printed in the Palo Alto Times. Polly’s son, Jim, had great difficulty in school. He was classified as educationally disabled and required a great deal of patience on the part of his parents and teachers. But Jim was a happy kid with a great smile that lit up the room. His parents acknowledged his academic difficulties, but always tried to help him see his strengths so that he could walk with pride. Shortly after Jim finished high school, he was killed in a motorcycle accident. After his death, his mother submitted this letter to the newspaper.
Today we buried our 20-year-old son. He was killed instantly in a motorcycle accident on Friday night. How I wish I had known when I talked to him last that it would be the last time. If I had only known I would have said, “Jim, I love you and I’m very proud of you.”
I would have taken the time to count the many blessings he brought to the lives of the many who loved him. I would have taken the time to appreciate his beautiful smile, the sound of his laughter, his genuine love of people.
When you put all the good qualities on the scale and try to balance all the irritating phenomena such as the radio which was always too loud, the haircut that wasn’t to our liking, the dirty socks under the bed, etc., your angry feelings won’t amount to much.
I won’t get another chance to tell my son all that I would have wanted him to hear, but, other parents, you do have a chance. Tell your young people what you would want them to hear if you knew it would be your last conversation. The last time I talked to Jim was the day he died. He called me to say, “Hi, Mom! I just called to say I love you. Got to go to work. Bye.” He gave me something to treasure forever.
If there is any purpose at all for Jim’s death, maybe it is to make others appreciate more of life and to have people, especially family members, take the time to let each other know just how much we care.
1.According to the passage, we know that ____.
A. Jim kept to himself B. Jim did very well in his studies
C. Jim’s parents were patient with him D. Jim failed to finish his high school
2.The underlined word “irritating” in Paragraph 4 means ____.

The official opening of Beijing Daxing International Airport caps a long design and building process. Designed by the late architect Zaha Hadid and her Chinese partners, the airport is built for the future, having a terminal the size of 97 soccer grounds---as well as customer-service robots that provide travelers with flight updates and airport information.
Called "starfish”by Chinese media for its shape of five concourses(大厅) connected to a main hall, Daxing Airport aims to reduce the walking distance for passengers. The airport authority has promised a distance of no more than 600 meters (about eight minutes of walking) between security checkpoints and the remotest boarding gate.
This new modern airport employs a special intelligent lighting system, supported by eight big C-shaped columns that let in the sunlight, brightening the architecture and structure. Therefore, it minimizes the need to use electric lighting.
To offer a more refreshing travel experience, five outdoor courtyards with the themes" Silk Garden", "Tea Garden"," Porcelain Garden", "Countryside Garden" and "Chinese garden" feature at the end of the five departure lounges(等候室) for use by passengers waiting for their flights. Travelers will be scanned on cameras using facial recognition. Counters will be fully automated to capture face photos and relay them in each part of the journey through the airport, including security and the departure gate.
China is projected to overtake the United States as the world's biggest air travel market by 2022. The "modest"initial operational target at Daxing is to accommodate 72 million passengers and 2 million tons of goods annually by 2025. The ambitious master plan calls for the building of a total of seven runways, and moving at least 100 million passengers and 4 million tons of goods a year through the airport.
1.Why is the airport in a starfish-shaped design?
A.To hold as many passengers as possible.
B.To make the main hall easier to be found.
C.To keep security checkpoints effective.
D.To make boarding gates within easy reach.

3.What can be inferred about the five outdoor courtyards?
A.They reflect the Chinese tradition
B.They use popular technique.
C.They promote Chinese goods to people.
D.They follow the latest world trend.
4.What do the numbers in the last paragraph indicate ?

BEIJING, March 9—The central government will require an additional three years of use for official vehicles for ministers and governors to reduce the costs of purchasing new cars, media have reported.
The new rule has been applied among all Party and government departments nationwide, the Beijing News reported on Tuesday. The new rule has not yet been made public, said Li, a member of the Chinese People’s Political Consultative Conference National Committee.
Under the old rules, the cars used by minister-level officials could be replaced as often as every five years, Li said. These officials will also retain the same cars when they assume new posts, he added.
The new rule also reiterated(重申) that officials ranking below minister-or governor-levels should not be allocated(分配) cars. The cars possessed by their departments should be used on demand.
“It violates(违反) the rules for lower-ranking-even county-level-officials to be allocated cars, “Li said.
Purchases of vehicles for official use have been heavily investigated, as they account for a large expenditure of public funds every year.
A survey on the Web news www. ifeng. com found 64 percent of respondents believed the new rule will be difficult to implement(执行实施) because it is related to officials’ interests.
“Local government departments had halted approvals for requests for such vehicles and had started to work on new quotas under the new rules.” Li said.
“The future reform of official vehicle use will introduce market mechanisms and monetization.”
Premier Wen Jiabao said in the annual government work report on Saturday that expenditures on such vehicles will not increase in 2011 compared with a year ago.

The quality of water supply in southern Beijing has been improving in recent years, an official said.
In addition to improvements in the network of pipes, the government has been upgrading three recycled water plants in the south of the capital, said Zhao Lei, spokesman for the Beijing Municipal Commission of Development and Reform.
"The transformation of the three plants has increased the recycled water processing capacity by 160,000 cubic meters per day," he said.
In addition, the city is also speeding up the construction of sewage treatment plants to further recycle the sewage, Zhao said.
Zhang Xiang, a researcher from Nature University, an environmental protection NGO in Beijing, said recycled water use should be promoted, especially in water-scarce cities such as Beijing.
Setting up more recycled water plants in the capital will not only promote efficient water use, but also reduce costs because recycling water is much cheaper than transferring it over long distances, he said.
According to the Beijing Water Authority, the capital will set up 46 more recycled water plants citywide in the next three years while upgrading 20 sewage treatment plants.
The treatment rate of domestic sewage in downtown Beijing will reach 98 percent by the end of 2015, it said.
The capital's recycled water is mainly used for industry, landscaping and cleaning, Zhang said.
Many new communities in southern Beijing are equipped with a network to recycle water.
In the past, people were not enthusiastic about using recycled water. However, as the government has boosted the quality of recycled water and set up more recycled water plants, more residents are gradually accepting it.
Residents in southern Beijing will also enjoy more clean energy, as the government will replace traditional coal-burning stoves with electric radiators as part of a three-year plan to develop southern Beijing from 2013 to 2015.
Since 2010, Beijing has taken measures to develop its southern areas. Earlier efforts have seen the region, which used to rely heavily on low-end industries such as cement factories and small coal mines, being turned into a bustling commercial center and home to many educational institutions.
